adelphi supports the Chilean Ministry of Energy in developing a pilot Emissions Trading System (ETS) for the energy sector. The project focuses on a pilot ETS, which is a deliberately time-bound ETS that allows regulators and regulated entities to experiment with and learn about core design elements before rolling out a full operational ETS. It is designed as a conscious learning process. Because pilots are transitional, they often cover a subset of sectors and impose lighter and simpler compliance obligations. The data and practical experience generated during the pilot phase feeds directly into the architecture and governance of the subsequent ETS.
To deliver the project, adelphi:
Conducts a state-of-the-art survey of selected existing international (pilot) ETSs covering the energy sector.
Conducts an analysis of relevant national regulations and institutions in Chile.
Develops three design alternatives for a pilot ETS applicable to the Chilean energy context.
Develops and moderates two stakeholder consultation workshops and presents the design alternatives to various governance entities.
