LIFE COASE was a project co-funded by the EU Life Programme of the European Commission. It established the first observatory for assessment of the European Union Emissions Trading System (EU ETS), in order to offer a reference source of knowledge for policymakers and researchers and pave the way for future research and policies on emissions trading. It started in January 2023 and ran until December 2025. LIFE COASE aimed to support EU and Member State policymakers in the implementation and refinement of the EU ETS, including through its integration with carbon markets internationally.
adelphi supported the European University Institute in the implementation of the LIFE COASE project as an external collaborator. We informed and actively participated in the Net Zero and Carbon Market Policy Dialogue between the EU Commission and the regulators of other major ETSs (e.g., California, China, New Zealand, Quebec, Switzerland, UK) by preparing three annual reports. The reports reviewed the latest developments in the world of global carbon markets, and provided an update on the state of current and upcoming linkages between ETSs.
