Germany and Korea both view smart grids as essential for integrating variable renewable energy sources, managing shifting electricity demand patterns and maintaining system reliability. Core technologies in-clude smart metering, communications infrastructure, digital grid monitoring, data analytics and cybersecurity, but their deployment follows markedly different pathways. Germany's liberalised, highly fragmented system with more than 800 DSOs and stringent data protection rules has produced a detailed regulatory framework but a slow rollout — intelligent metering systems cover only 5.5% of metering points. Korea's centralised, KEPCO-led model has enabled near-complete AMI deployment (around 20.05 million units by 2024), nationwide advanced distribution management and rapid digitalisation of substations. The strongest cooperation potential lies in combining both countries‘ complementary strengths: Korea’s large-scale implementation experience and integrated digital grid operation with Germany’s regulatory expertise, flexibility markets and specialised technology providers. Joint work could focus on standards, interoperability, secure data use, Virtual Power Plants (VPPs), microgrids and export-ready smart grid solutions.
