To support the implementation of the Brazilian Emissions Trading System (SBCE), established by Law No. 15,042, of December 11, 2025, the Secretariat of Economic Policy of the Ministry of Finance (SPE/MF), with technical assistance from the World Bank's Partnership for Market Implementation (PMI) program, developed an SBCE Implementation Roadmap.
The document presents a comprehensive overview of the steps and definitions necessary to structure and operationalize the SBCE. It aims to help the Executive Branch prioritize actions in each phase of the implementation process, in addition to identifying critical interdependencies that must be considered throughout the development of the system.
In addition to being a strategic planning tool, the Implementation Roadmap also promotes transparency by informing civil society and other stakeholders about the timeline and planned actions. This allows the monitoring and contribution of different actors in the implementation process.
