Haiti is facing an unprecedented convergence of crises—chronic gang violence, political turmoil, recurrent climate shocks, and accelerating environmental degradation, all of these, compounding long-standing socio-economic challenges. Decades of environmental degradation and mismanagement, now intensified by climate change, have placed critical pressure on livelihoods and natural resources, particularly in agriculture and fisheries. As humanitarian needs rise and food insecurity reaches unprecedented levels, climate change is increasingly recognised as both a driver and amplifier of instability. Against this backdrop, Haitian stakeholders initiated a national dialogue to develop an evidence-based policy on climate security.
To support this process, adelphi has worked alongside the United Nations Environment Programme (UNEP) and the Haiti Climate Security Group (GSCH) bringing international expertise to facilitate policy dialogue and knowledge exchange. The GSCH was created in 2022 by the United Nations and Haiti’s Ministry of the Environment bringing together UN agencies, international organisations, Haitian government institutions and civil society organisations.
To support this dialogue, adelphi produced a series of practical notes on international best practices on climate security policy and initiatives, with a particular focus on their relevance for the Haitian context. Drawing on global experience, the practical notes provided Haitian stakeholders with actionable insights and cases studies to inform future action. adelphi also participated in regular meetings of the Technical Working Group under the GSCH, offering tailored advice and sharing examples and strategies from countries facing similar climate-security challenges.
A further key component of adelphi’s role has been to review the draft national climate security policy document that was developed by the Technical Secretariat of the National Committee on Climate Change (CNCC) to ensure that Haiti’s policy framework is robust, context-sensitive, and aligned with global standards. adelphi also supported the visibility and advocacy of the policy dialogue and its outcomes at regional and international levels.
