Supporting the implementation of the Mexican ETS thorough capacity building

The Mexican emission trading system (ETS) pilot had its transitional phase in 2022, in preparation of the operational phase set to start in 2023. In this context, the Mexican government sought to strengthen the capacities of public sector officials.

adelphi conceptualized, developed and implemented a high-level online training for stakeholders in the public sector in Mexico. This training provided them with a good level of knowledge of the current status of the Mexican ETS pilot programme, gave them understanding of the new technical elements that need to be addressed in the design of the operational phase, gave them understanding of what can be expected in the transition phase between the pilot and the operational phases. In addition, the online training allowed them ample opportunity for peer-to-peer dialogue and exchange with practitioners and policymakers from other jurisdictions.
