Being the most vulnerable country to climate change in Central Asia, Tajikistan has both adaptation and mitigation high on its agenda. As it does not have sufficient national financial capacity, accessing resources from the Green Climate Fund (GCF) and other international donors would help Tajikistan to tackle climate change issues.
Against this backdrop, adelphi has supported the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in implementing "Climate Finance Readiness Programme" in Tajikistan. Tajikistan has already nominated a National Designated Authority (NDA) for the Green Climate Fund (GCF), which will ensure country ownership and alignment of the GCF funded projects with Tajikistan’s national priorities and needs with regard to climate change. For this purpose, adelphi and GIZ experts have supported the Tajik NDA team in
developing a coordination mechanism which will help systematize country coordination and multi-stakeholder engagement in the GCF-funded activities. It is based on the country’s existing capacity and experience with other international donors, and will include the NDA team, the government and experts from the ministries and civil society.
developing a step-by step "no-objection" procedure, which is at the core of the GCF project approval process and is to ensure consistency of the GCF projects with national climate strategies and plans.
enhancing the NDA team in understanding of their roles and responsibilities as the interface with the accredited entities, the GCF and other relevant stakeholders.
To achieve this, adelphi worked closely together with the NDA team during its mission to Tajikistan and further supports the GIZ in implementing the next steps to operationalize the coordination mechanism and developing further guidelines for "no-objection" procedure.
