The Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management (BMLFUW) appointed an interdisciplinary group of independent experts to evaluate implementation activities under the Austrian Sustainability Strategy. In an international context, the BMLFUW broke new ground by applying an external evaluation process to a complex domestic strategy. The evaluation process aimed at assessing the impact of the Austrian Sustainable Development Strategy, applying criteria of efficiency, effectiveness, transparency and appropriateness to evaluate the implementation process, and involving suggestions to improve the strategy's effects and the institutions' effectiveness.
The information was collected through standardized questionnaires, a series of personal interviews and detailed research into the sustainability strategy's specific mechanisms and instruments. The entire evaluation process was structure through many evaluation workshops with representatives from the government, regions and municipalities as well as NGOs and science experts.
